Turning waste into a resource is key to a circular economy and also helps reduce health and environmental problems, greenhouse gas emissions, and avoid negative impacts at local level such as landscape deterioration due to landfilling, local water and air pollution, as well as littering.
Since 2012, local authorities are obliged to ensure separate collection of paper, plastic, bottles, metal and biodegradable waste.

In attention of beneficiaries of Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013
Dear beneficiaries,
We would like to inform you that the Joint Monitoring Committee (JMC) issued Decision 93/16.10.2015, amending the Decision № 83/2014 by the JMC.
The Decision provides the possibility of reaching the objectives and indicators after the end of the implementation period for the projects implemented within Romania – Bulgaria Cross-Border Cooperation Programme 2007-2013 which have not fully realized the proposed activities and have not achieved the objectives and indicators, if the following cumulative conditions are observed:
– Activities and indicators are partially implemented/achieved;
– The beneficiaries agree to finance from their own resources the activities necessary for the completion of the projects (as they were initially contracted);
– The beneficiaries are fully responsible for the completion of all projects activity and the accomplishment of all projects indicators, in order to achieve projects objectives, with the condition of submitting the final progress report until 31 May 2016, at the latest.
After the beneficiaries express their approval to apply the abovementioned requirements, the Joint Steering Committee will decide on extending the project implementation period for the respective project. In case the beneficiaries do not achieve the project objectives and indicators by the end of the period, the contract will be terminated according to the subsidy contract provisions.

Evaluation Plan for Interreg V-A Romania – Bulgaria Programme
During the third meeting of the Monitoring Comitee that was held in october 2015 at Bucharest, the evaluation Plan for Interreg V-A Romania-Bulgaria was approved
This Evaluation Plan sets out an evaluation strategy for the entire implementation period of the programme, proportionate with its financial allocation and taking into account the expected evolution of the programme and the elements that are to be reported, including the ones related to the performance framework. It represents a management tool for the implementation of Interreg V-A Romania-Bulgaria Programme, to be used effectively by the Managing Authority in order to contribute to the implementation of an evidence-based programme.

Salaries for Romanian partners, for month of December 2015- deregulation
Dear beneficiaries,
We would like to inform you that, on 23rd of October 2015, was adopted the Emergency Government Ordinance regarding the revision of the state Budger 2015 and some bugetary measures.
According to the Article 60: – Notwithstanding the provisions of art. 53 para. (1) of Law no. 500/2002 on public finances, as amended and supplemented, the provisions of article 55 para. (1) of Law no.273 / 2006 on local public finance, as amended and supplemented and of art. 166 para. (1) of Law no. 53/2003 on the Labour Code, republished, as amended and supplemented, the payment of salaries for the month of December 2015 of people who work, according to the law, with projects financed by external funds that are the subject of the eligible projects costs according to Art . 2 para. (1) a) the Government Decision no. 759/2007 on the rules for eligibility of expenditure incurred in the operations financed through operational programs, shall be made until 31 December 2015. "
The payment of the salaries for month December 2015 of the staff involved in funded projects can be paid in December 2015 in order to meet the deadline of payment eligibility (31 December 2015).

European Commision Guidance for Practitioners on the avoidance of common errors in public procurement of projects co-financed by the European Structural and Investment Funds

Legislation: in place
The Romanian Government issued the Ordinance 29/2015, published in the published in the Official Gazette no. 646 dated 26.08.2015 Part I, establishing the implementation rules for all interreg Programmes happenning in Romania for the 2014-2020 programming period (available here).
Among many other, the document states that Romania will grant 13% to our beneficiaries as national cofinancing and the possibility to receive advance payments.
Adopting this important piece of legislation means that the legal framework for signing the financing contracts is in place.

The Managing Authority for Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 (CBC Programme 2007-2013) issued the electronic edition of the newsletter for the first half of 2015, where you can find information about the implementation status of CBC Programme 2007-2013 and the achievements in the implementation of the new INTERREG V-A Romania-Bulgaria Programme, during January – June 2015. Also, the most significant actions to promote the Programme are presented, as well as the events during the reporting period and useful information for Programme beneficiaries.

Applicant’s Pack for the second call for proposal within the Interreg V-A Romania-Bulgaria Programme is now available for consultation!
The Applicant’s Guide for the second call for proposal for Interreg V-A Romania-Bulgaria Programme is now available for consultation (click here for download). Please keep in mind that these are still draft documents, the Programme bodies are developing the pack and the final version has to be approved before actually launching the call for proposals by the Monitoring Committee of the future Programme. However, these drafts were presented (in line with the constant transparency policy promoted at Programme level) in order to allow all the stakeholders to express their opinion, trying to capitalize the experience and knowledge of all parties to ensure that the final Applicant Pack is one of a high quality. Useful information for the potential beneficiaries regarding submitting of IT&C; projects to receive financing from INTERREG V-A România-Bulgaria Programme
Please be informed that, according to the provisions of Government Decission no. 941/2013 regarding organising and functioning of the Economic and Technical Committee for the Information Society, all projects that involve IT&C solutions with a nominal or aggregate value of more than 2.5 million lei submitted for receiving financing from EU funds, must obtain the approval of the Economic and Technical Committee for the Information Society. The approval has to be presented, most likely, in the pre-contractual phase.

Information on the closure of projects financed under the Romania – Bulgaria Cross Border Cooperation Programme 2007 – 2013
Dear Beneficiaries,
In relation to the necessary measures concerning the closure of projects financed under the Romania – Bulgaria Cross Border Cooperation Programme 2007 – 2013, Managing Authority has issued the Instruction no.66/02.03.2015, on the following issues:
1. For projects with deadline for submission of the final reimbursement claim after 31st of March 2016:
– If project beneficiaries submit request for addendum until 1st of July 2015, it should include a paragraph stipulating that the final deadline for submission of the final reimbursement claim is 31st of March 2016;
– Otherwise after 1st of July 2015, MRDPA will initiate addenda which will stipulate that the final deadline for submission of the final reimbursement claim is 31st of March 2016;
2. Every addendum for the extension of project implementation period will be analyzed considering the above mentioned deadlines and the final date for submission of the final reimbursement claim should not exceed 31st of March 2016;
3. The final date for eligibility of expenditure (including payment) under Romania – Bulgaria Cross Border Cooperation Programme 2007-2013 according to the EC Regulation 1083/2006 art.56 “Eligibility of expenditure” point (1) is 31st of December 2015. All expenditure made and paid after the respective date cannot be requested for reimbursement;
(EC Regulation 1083/2006 art.56 “Eligibility of expenditures” point (1) “Expenditure, including for major projects, shall be eligible for a contribution from the Funds if it has actually been paid between the date of submission of the operational programmes to the Commission or from 1 January 2007, whichever is earlier, and 31st of December 2015.”)
4. 15th of February 2016 represents the final date until the project partners may request First Level Control verification from the FLC structures from the Romania and Bulgaria for the expenditure paid until 31st of December 2015;
5. 31st of March 2016 represents the last date for the Lead partners to submit the final reimbursement claim to JTS;
6. The following categories of expenditure (which, by their nature, incur after the finalization of the project implementation period), if not paid until 31st of December 2015 will be considered as non-eligible and will be supported by the beneficiaries;
a) Acquisition of the independent audit services for projects of more 500.000 euro ERDF;
b) Expenditure related with elaboration of the final reimbursement claim;
c) Expenditure related with elaboration of the final progress report;
d) Administrative and project management expenditure related with elaboration of the above mentioned reports;
e) Bank charges for the transnational financial transactions;
f) The eligible staff costs of the project associated for month of December 2015.

The visit of the European Commissioner Corina Cretu to a project financed through Ro-Bg CBC Programme 2007-2013
Monday, 15th of June 2015, the representatives of CBC RO Calarasi, Joint Technical Secretariate of the Programme, Nicoleta MINCU Executive Director of CBC RO Calarasi, Bogdan MUSAT Head of JTS, Simona PETU financial expert and Gergana MIHAYLOVA project manager in the presence of European Commissioner for Regional Policy, Corina CRETU, Deputy Prime Minister of Bulgaria Tomislav DONCHEV, Mayor of Ruse Municipality Plamen STOILOV and Mayor of Giurgiu Municipality Nicolae BARBU attended the inauguration of an investment objective project of 4.7 mil euro, financed by the European Regional Development Fund within Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013.
The ceremony marked one of the most important days for the border area and is one of the largest infrastructure projects of the municipality.
From the speeches of those present, emerged the Joint Technical Secretariat team contribution to the successful completion of the project as well as promise that to ensure economic growth and development in line with the Europe 2020 Strategy, all actors involved in cross-border cooperation between the two countries will focus on developing the existing friendly relations.
“I like very much Cross Border Programmes because they represents the way Europe finds common solutions to the common challenges. Bulgaria and Romania are using cross-border cooperation first of all to explore transport connections and, in particular, those across the Danube. It is very important that the Danube become more of a linking factor than a barrier to cooperation” stated the Commissioner for Regional Policy, Corina CRETU.

Visual Identity Manual for Interreg V-A Romania-Bulgaria Programme
Joint Secretariat in cooperation with the Managing Authority from Romania and National Authority from Bulgaria elaborated the Visual Identity Manual for Interreg V-A Romania-Bulgaria Programme.
We hope that the manual will be accesible and suitable for the programme beneficiaries having a new brad to promote the European Teritorial Cooperation and simplified rules to be easily used to draft any type of material.
This Visual Identity Manual aims at presenting:
– the elements that must be used in order to promote the Interreg V-A Romania-Bulgaria Programme visual identity, including the graphic elements;
– rules for using these elements;
– exemptions from the rules.

In order to allow you a proper project preparation, we provide you the list with the financial execution of the beneficiaries of Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013.
The document is useful for establishing the partnership due to the fact that one of the eligibility criteria (E5) from the evaluation grid is in connection with the financial execution of the partners involved in the project funded by Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 (a project will be rejected if two of the partners previously had an financial execution lower than 50% – the execution is calculated per partner budget).

Applicant’s Pack- material error corrected
Please be informed that some material errors were corrected within the Applicant’s Guide (page numbers in the Table of contents section) and Annex A –Application Form – a bug in a formula from the excel behind the budget, Annex B – Evaluation Grids (criteria Q7- there can be only one result indicator and Q27 – math correction, 8 replaced 9 in order to add up to 13). The revised versions of the documents were included in the Pack now available for you on the Programme website.

We would like to inform you that the Managing Authority (MA) issued Instruction no. 67/11.03.2015, regarding the procedure on financial corrections in case of non- achievement or partial achievement of the indicators by the projects implemented within Romania – Bulgaria Cross-Border Cooperation Programme 2007-2013.
The revised procedure, applicable with 11.03.2015, establishes the methodology to be used for the projects in case of non-achievement -or partial achievement of the proposed indicators.

Interreg V-A Romania-Bulgaria Programme is launching on the 26th of March, in Belogradchik, Vidin, Bulgaria!
We look forward seeing all of you at our launching event! On the previous day, the members of the Monitoring Committee meet for important decisions (one of the points on the agenda is approving the Applicant's Pack). Hopefully we will have a double launch: Programme and first calls for proposals!
The launching events starts at 10:00 am, with the registration of participants and will take place at Skalite Hotel, Hadji Dimitar St 1, Belogradchik (Vidin district, Bulgaria). In case you would like to attend, please send us back @ [email protected] the confirmation by the 16th of March 2015 the latest.
You can use this opportunity to learn more about the objectives of the new Programme, the budget, the areas of intervention, indicative operations (including indicative budget and timeframe) and what results we hope to achieve in the border area.

Environmental Statement on the Interreg V-A Romania – Bulgaria Programme
The European Commission approved the Interreg V-A Romania-Bulgaria Programme through the decision C(2015) 886/12.02.2015. According to the provisions of SEA Directive 2001/42/EC, the Managing Authority and the National Authority for the “Interreg V-A Romania-Bulgaria Programme” have jointly drafted the environment statement regarding the programme. European Parliament study regarding the new role of macro-regions in European Territorial Cooperation
The Department for structural and cohesion policies – Directorate General for Internal Policies of European Parliament (EP) published the study „New role of macro-regions in European Territorial Cooperation” . The document was elaborated upon the request of Commission for regional development from EP.
The sudy, elaborated in 2013-2014, presents the existing macro-regional strategies at the EU level (Baltic Sea, Danube, Ionic-Adriatic Sea, Alpine) from the drafting phase to the implementation phase. Moreover, the perspectives for an EU strategy for the Carpathian region are mentioned, starting from the Carpathian Euroregion which includes 19 administrative units form the 5 participating states: Poland, Romania, Slovakia, Ukraine and Hungary.
The document refers to other macro- regional strategies for which a final agreement on promoting them on the EU agenda has not been reached yet, namely Nord Sea, Black Sea and Mediterrean Sea. Click here for downloading the study.

Interreg V-A Romania-Bulgaria Programme approved by the European Commission!
We are happy to announce that the Interreg V-A Romania-Bulgaria Programme was approved by the European Commission. The cross border Programme is one of the first programmes adopted in Romania and Bulgaria
A total budget of 258,4 million euro (215,7 from the European Regional Development Fund) is now available for 7 counties in Romania (Constanța, Mehedinți, Dolj, Olt, Teleorman, Giurgiu, Călărași) and 8 districts in Bulgaria (Vidin, Vratsa, Montana, Pleven, Veliko Tarnovo, Ruse, Silistra, Dobrich). The border area will be improved by joint projects, with cross-border impact.
Five priorities axes (except technical assistance priority axis) will finance projects in areas such as: sustainable transport, protecting the environment, promoting climate change adaptation, risk prevention and management, sustainable and quality employment, enhancing institutional capacity of public authorities and stakeholders.
The Romanian Managing Authority (Ministry of Regional Development and Public Administration), Bulgarian National Authority (Ministry of Regional Development and Public Works) and the Joint Secretariat from Călărași (within the Regional Office for Cross Border Cooperation Călărași) are currently preparing the launching of the first calls for proposals.

Identification and prevention of conflicts of interest at the level of Interreg V-A Romania-Bulgaria Programme
The representatives of the Managing Authority for Interreg V-A Romania-Bulgaria Programme from Ministry of Regional Development and Public Administration, together with representatives of the Joint Secretariat for Interreg V-A Romania-Bulgaria Programme and the First Level Controlersfor Romanian beneficiaries within Cross Border Cooperation Regional Office Călăraşi for Romania-Bulgaria Border, participated on Friday, January 23rd, 2015, to a thematic meeting regarding the identification and prevention of conflicts of interest at the level of Interreg V-A Romania-Bulgaria Programme.The meeting was organised in partnership with National Integrity Agency.
During the meeting there were discussed aspects regarding the Interreg V-A Romania-Bulgaria Programme and the responsibility of the Managing Authority to establish effective and commensurate anti-fraud measures, taking into account the identified risks. Also, the reprezentative of the National Integrity Agency presented information about the project "PREVENT – Integrated IT system to prevent conflicts of interest in public procurement" and methods of managing conflicts of interest, incompatibilities and unjustified wealth cases. Applicant’s Guide – published for consultation!
The Applicant’s Guide for the first call for proposal for Interreg V-A Romania-Bulgaria Programme is now available for consultation (click here for download). The document presents first drafts on documents such as: application form, evaluation grids (selection criteria), estimated budgets for projects, eligible expenditures, financing contracts, list of ceilings for expenditures at Programme level aso. Please keep in mind that these are still draft documents, the Programme bodies are developing the pack and the final version has to be approved before actually launching the call for proposals by the Monitoring Committee of the future Programme. However, these drafts were presented (in line with the constant transparency policy promoted at Programme level) in order to allow all the stakeholders to express their opinion, trying to capitalize the experience and knowledge of all parties to ensure that the final Applicant Pack is one of a high quality. The launch of the first call for proposal will take place shortly after the Programme adoption by the European Commission (estimated for the first trimester of 2015).
All the potential beneficiaries and interested parties are invited to analyze the document and submit proposals by the 31st of January 2015 at the e-mail address [email protected].

Start thinking about future projects!
Romania-Bulgaria Cross Border Cooperation Programme 2014-2020 Programme bodies strongly encourage all the potential beneficiaries to start thinking about the problems in the eligible area and, consequently, about future projects.
The Romania-Bulgaria Cross Border Cooperation Programme 2014-2020 Programme will finance projects in areas such as: sustainable transport, protecting the environment, promoting climate change adaptation, risk prevention and management, sustainable and quality employment, enhancing institutional capacity of public authorities and stakeholders. The total budget of the new Programme is 258.504.125 EUR (ERDF 215.745.513 EUR).
The Programme bodies have drafted two documents, one containing general info about the future Programme (click here to download) and the other containing basic info necessary for starting to think about future projects (click here to download).
Please note the launching of the calls for proposals is estimated to take place shortly after the Programme approval (the European Commission has a 6 month deadline to analyses the Programme: 22.03.2015). The official launch of the project “Improving the management of emergency situations in the cross border region”
On Wednesday, October 29th 2014, at the Teleorman County Council headquarters, Mrs. Nicoleta MINCU, the executive director of Cross-Border Cooperation Regional Office Calarasi for the Romania–Bulgaria Border institution which hosts the Joint Technical Secretariat for the Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013, attended the official launch of the project "Improving the management of emergency situations in the cross border region" funded under the Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013.
Teleorman County Council, in partnership with Svishtov Municipality from Bulgaria and the Foundation for Democracy, Culture and Liberty – Calarasi Branch, will invest 5.5 million euros in the development of infrastructure and common services in the Romanian-Bulgarian border, including joint services for response to emergency situations, for natural crisis prevention and crisis caused by human actions. Through this investment, a monitoring information and alarm system in case of natural disasters will be elaborated and specific equipment for emergency interventions will be purchased, aimed at increasing the capacity to rescue people in case of disaster.
At the opening conference of the project, along with the President of Teleorman County Council, Mr. Adrian Ionut Gadea, there were also present: the representatives of the two partners, the representative of GIS Teleorman as well as the representatives of the territorial administrative units across which this investment takes place – the localities Turnu Măgurele, Zimnicea, Islaz, Traian, Seaca, Viişoara, Fântânele, Năsturelu, Bujoru and Pietroşani.

Road network from Calarasi – Silistra area will be rehabilitated through Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013
On 30th of October, 2014, at the headquarters of Joint Technical Secretariat of the Programme from Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border (CBC RO Calarasi), in the presence of the Executive Director, Nicoleta MINCU, the representative of Independenta Municipality signed the subsidy contract for the project „Improving transport infrastructure in Calarasi – Silistra cross-border area by rehabilitating the roads in Independenta Commune and Silistra Municipality”.
The Mayor of Independenta Municipality, Lica VOICU, used the opportunity to inform the participants on the significance of this project for the community. The project is the first one with European funding implemented during his mandate. He expressed his optimism and readiness to access European funds during next programming period.
The event was attended also by the Calarasi County Administrator, Daniel STEFAN, who congratulated both the project implementation team and CBC RO Calarasi team for helpfulness in contract preparation.
The project „Improving transport infrastructure in Calarasi – Silistra cross-border area by rehabilitating the roads in Independenta Commune and Silistra Municipality” has a budget of 5.9 mil. Euro. The Lead partner, Independenta Municipality from Calarasi County, will rehabilitate 15.2 km of road and the second project partner, Silistra Municipality, will rehabilitate 7.8 km of road from the city.
The Executive Director of CBC RO Calarasi, Nicoleta MINCU, underlined the implication of the project implementation in both municipalities from Calarasi – Silistra area, guaranteeing the office support during the project implementation.
Referring to the involvement of the institutions from Calarasi in CBC Programme 2007-2013, the up-dated state is: 37 contracted projects with partners’ represented by authorities of the local public administration, educational institutions, public institutions and those in the service of society, decentralized public institutions and NGOs from Calarasi County. The total value of these projects is 78 mil Euro, out of which 29 mil euro represent the budget of the partners from Calarasi.

European Commision has published the study on maritime clusters in the Mediterranean and Black Sea

Dear beneficiaries,
We would like to inform you that the Managing Authority (MA) issued Instruction no. 63/17.09.2014, regarding submission of the reimbursement claims accompanied by progress reports and the modification of Instruction no. 60/ 24.12.2013 (repealing art.3 and art.5).
According with Instruction nr. 63/17.09.2014:
1. Each project partner will submit immediately to Lead partner the FLC annexes together with an individual Intermediary Progress Report for the partners that has expenditures validated by FLC;
2. The individual progress report will strictly highlight the technical and financial progress of the partner/partners which request the reimbursement of validated expenditures by FLC;
3. When receiving the FLC annexes from the partner/partners, Lead partner should immediately submit to Joint Technical Secretariat/Managing Authority all the documents related to FLC, without the obligation to submit a consolidated progress report.
4. Lead Partner has the obligation to submit trimestral consolidated progress reports, which will enclose information related to progress of project activities, implemented within the reporting period. Trimestral progress report may be attached to a reimbursement claim.

Romania-Bulgaria Cross Border Cooperation Programme 2014-2020 – sent today to the European Commission!
Romania and Bulgaria officially submitted today to the European Commission (via SFC) the new cross border Programme! The European Commission shall analyse the document in maximum 6 months (according to the Regulations). Afterwards, the Programme bodies will launch the calls for proposals.
The eligible area of the new programme covers counties Constanța, Mehedinți, Dolj, Olt, Teleorman, Giurgiu, Călărași from Romania and districts Vidin, Vratsa, Montana, Pleven, Veliko Tarnovo, Ruse, Silistra, Dobrich from Bulgaria.
The Managing Authority remains in Romania (Ministry of Regional Development and Public Administration), the counterpart from Bulgaria is the National Authority (Ministry of Regional Development) and the Joint Secretariat will be located at Călărași (within the Regional Office for Cross Border Cooperation Călărași) with a branch at Ruse. The Audit Authority from Romania will be in charge with the Programme audits. The Managing Authority shall also take over the role of Certifying Authority.
The total budget of the new Programme is 258.504.125 EUR (ERDF 215.745.513 EUR). Five priorities axes (except technical assistance priority axis) will finance projects in areas such as: sustainable transport, protecting the environment, promoting climate change adaptation, risk prevention and management, sustainable and quality employment, enhancing institutional capacity of public authorities and stakeholders.

Call for proposals for Romania and Bulgaria addressing the Black Sea
For the implementation of the provisions of the EU Directive for maritime spatial planning (MSP), European Commission will launch calls for proposals designed to facilitate the cooperation between the member states regarding the management of the EU maritime space. These calls for proposals address the Black Sea, the Baltic Sea and the North Sea. The deadline for submission of proposals is 14.11. 2014.

RO-BG CBC Programme 2007-2013 funded the rehabilitation of new roads in Giurgiu – Ruse cross border region
On 13th of August, 2014, at the premises of Giurgiu County Council, the President of the Board of Directors of Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border (CBC RO Calarasi) , Mr Liviu MUSAT and the Executive Director, Mrs Nicoleta MINCU, attended the contract signing ceremony for the project „Rehabilitating and modernization of access infrastructure in the cross border area Giurgiu – Ruse (R.O.A.D.2)”, submitted within Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013. The President of Giurgiu County Council, Mr Vasile MUSTATEA, welcomed the participants and especially the Bulgarian delegation.
Mr Liviu MUSAT declared ”his optimism regarding 2014-2020 Programme, since I am convinced that the good practices of the Romanian and Bulgarian partners from this Programme will help us to sustain the financing opportunities for the most relevant projects that address the needs of our community. […] As regards the managing bodies of this Programme, I have confidence in my colleagues from CBC RO Calarasi, my partners from Romanian and Bulgarian Ministries and I have faith in the new branch from Ruse of CBC RO Calarasi which I hope it will be inaugurated this autumn as a symbol of Programme matureness. The branch will act as a structure to streamline the communication especially with the Bulgarian partners.”
Giurgiu County Council, in partnership with the Municipality from Borovo, Bulgaria, will invest the 5 mil euro allocated to the project for the rehabilitation of 12 km from Giurgiu road network for the population traveling across Gurgiu-Ruse cross-border area. Improving the road infrastructure in the eligible area of the Programme is the main concern of the local public administration for increasing the efficiency of goods and people transport and also for increasing the traffic safety.
This is the eight project of Giurgiu County Council, financed within the Programme the total value of these projects amounting to 25 mil euro. The investments financed through these projects cover all the programme’s fields, improving the accessibility, protecting the environment, straightening the social and economic relations from the communities.
By signing this contract, RO BG CBC Programme 2007-2013 has reached the level of 175 contracted projects with a total value of 300 mil euro.

Addendum for amending the Memorandum of Understanding was ratified by the Bulgarian Parliament
Addendum for amending the Memorandum of Understanding between the Ministry of Regional Development and Public Administration in Romania, as Managing Authority, Ministry of Regional Development of Bulgaria, as National Authority, Ministry of Public Finance of Romania, as Certifying Authority and Audit Authority of the Romanian Court of Accounts, regarding the implementation of Romania – Bulgaria Cross Border Cooperation Programme 2007-2013, was ratified by the Bulgarian Parliament and entered into force starting with 24 July 2014, according to the official letter received from the Ministry of Foreign Affairs of Bulgaria.

Annual Implementation Report for 2013 of Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 – analyzed by the European Commission
Annual Implementation Report for 2013 of Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 has been considered satisfactory by the European Commission. The document presents the status of implementation at the end of 2013, the status of reaching the indicators, financial data but also the encountered problems and the related measures that were taken. This report was sent together, for the first time, at the request of the European Commission, a one page overview of the results achieved so
The main results of the Programme achieved at the end of 2013 (data from finalized projects), as presented to the European Commission, were:
• Improved accessibility by reducing travelling time and developing the ICT access (107 km of roads build/modernized and 877.282 people with access to ICT facilities)
• Better environment protection (12 joint management systems for environmental protection implemented)
• Increased awareness on environmental protection (1.7 million people informed)
• Improving prevention and readiness to respond to risks (23 projects contributing)
• Insurance that the Danube is covered by joint early warning emergency activities against flooding (50% of the Danube already covered)
• Integrated tourism products (34)
• 454 promotion materials/events promoting the image of the cross-border area inside and outside its boundaries
• 166.590 people informed on employment opportunities in the cross border area
• 3222 people graduating cross border training courses.

Opening ceremony of the Logistic Center for Entrepreneurship Development in the Silistra district
On 19th of June, 2014, a team from Cross Border Cooperation Regional Office Calarasi from Romania-Bulgaria Border took part at the Opening ceremony of the Logistic Center for Entrepreneurship Development in the Silistra district, composed of the Executive Director, Nicoleta Mincu, head of Joint Technical Secretariat for Romania-Bulgaria Cross-Border Cooperation Programme 20007-2013, Bogdan Musat, and the manager responsible with the implementation of the project „Bridging the Gaps: Integrated cross-border business infrastructure and services in Silistra District – Calarasi County”, MIS-ETC code 564.
The project “Bridging the Gaps: Integrated cross-border business infrastructure and services in Silistra District – Calarasi County”, MIS-ETC code 564, funded by Romania-Bulgaria Cross-Border Cooperation Programme 20007-2013 is implemented by the Alliance for Regional and Civil Initiatives (ARCI) – Silistra branch as lead partner with County Council Calarasi, Calarasi County Agency for Employment and Silistra Chamber of Commerce and Industry. The project has a budget of 1.3 mil. EUR andaims to create the framework for joint socio-economic activities in cross border area.
Developing the actions to promote the results of the projects, the attendance of the representatives of the management bodies of CBC Programme 2007-2013 at this type of events, illustrates the concern for ensuring transparency in the allocation and use of funds.

Romania-Bulgaria Cross-Border Cooperation Programme 2014-2020 will receive a financial allocation of 215 745 513 EUR from ERDF funds
On the 16th of June 2014, the COMMISSION IMPLEMENTING DECISION setting up the list of cooperation programmes and indicating the global amount of the total support from ERDF for each programme under the European territorial cooperation goal for the period 2014-2020 was adopted.
According to the provisions of this decision, Romania-Bulgaria Cross-Border Cooperation Programme 2014-2020 will receive a financial allocation of 215 745 513 EUR from ERDF funds.

Workshops organized for drafting the future Romania-Bulgaria Cross Border Cooperation Programme 2014-2020 (12-16th of May 2014)
The Romania-Bulgaria Cross Border Cooperation Programme 2014-2020 is currently being drafted. The consultant awarded the elaboration of the new Programme, organizes, with the support of the Ministry of Regional Development and Public Administration from Romania and Ministry of Regional Development from Bulgaria, within the Programming process, three workshops in the eligible area:
- 12th of May 2014, in Craiova at Hotel EUROPECA, Dolj County, Romania;
- 13rd of May 2014, in Montana at Montana District Administration, Bulgaria;
- 16th of May 2014, in Dobrich at Park Hotel IZIDA, Bulgaria.

instruction no 62/30.04.2014
Dear beneficiaries,
We would like to inform you that the Managing Authority (MA) issued Instruction no. 62/30.04.2014, all the supporting documents, annexed to each progress report will be submitted by the beneficiaries to the JTS from Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border only in electronic format, scanned versions of the original documents on DVD/CD in two copies.
The consolidated progress report will be in paper format in two original copies.
For each DVD/CD, the scanned documents will be organized as follows:
a. An “Opis” describing in detail the content of each DVD/CD;
b. The scanned consolidated progress report prepared by the Lead Partner;
c. The scanned supporting documents shall be grоuped for each partner; the documents will chronologically be gruped according to the approved activities plan;

Conference with the European information multipliers
Monday, 28th of April, 2014, Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border (CBC RO Calarasi) which ensures the Joint Technical Secretariat and the First Level Control for the Romanian partners in the context of Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013, will organize in the Conference Hall of Vidin Municipality, the Conference with European multipliers of information.
The representatives of CBC RO Calarasi provided information regarding the Programme implementation status, the most useful tools used for communication and promotion, and also the status of preparing the next programming period 2014-2020. European information multipliers network established in the context of Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 consists of the local and regional institutions and local NGOs. The meetings aimed to disseminate the achieved results of the Programme implementation and facilitate the exchange of experience among the network members.

Amendment of the Memorandum on Romania- Bulgaria Cross Border Cooperation Program 2007-2013
Friday, March 7th, 2014, in Rouse (Bulgaria), in the joint meeting of the Governments of Bulgaria and Romania, the Deputy Prime Minister, Liviu Dragnea, the Minister of Regional Development and Public Administration and the Minister of Regional Development, Desislava Terziev signed the protocol for amending the Memorandum on Romania – Bulgaria Cross Border Cooperation Programme 2007-2013.
This change is the first step in a procedure at the end of which new eligible projects will receive European funding under Romania- Bulgaria Cross Border Cooperation Program 2007-2013, allowing the over-contracting at the program level and contributing to increase the absorption level on the Programme. The Management Authority will be able to sign funding contracts whose grant value exceeds the total budget of the program. The over-contracting need is determined by the fact that usually some savings result from the project implementation, so their final value is lower than that originally expected.
The over-contracting advantage is that it compensates the future savings and thus it translates into the risk prevention that Romania lose money from the Programme allocation.
The Deputy Prime Minister Liviu Dragnea and his counterpart in Bulgaria signed also a Memorandum of cooperation in regional development area that aim the cooperation of the local public authorities, the cooperation in the implementation of the European policies, in the regional development and in the process of regionalization and sustainable development, the territorial cooperation and the management of territorial cooperation program.
Romania -Bulgaria Cross Border Cooperation Programme 2007-2013 has currently a contracting level of 118.13 %. At the end of 2013, the payment claims submitted to the European Commission under the program amounted about 114 million euros, representing over 53 % of total European funds allocated to the Program from ERDF.

The eleventh meeting of the Joint Monitoring Committee of Romania – Bulgaria Cross Border Cooperation Programme 2007-2013
The Ministry of Regional Development and Public Administration from Romania, the Ministry of Regional Development from Bulgaria and the Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border will organize Thursday, March 6th, 2014, in Rousse, Bulgaria, the eleventh meeting of the Joint Monitoring Committee of Romania-Bulgaria Cross Border Cooperation Programme 2007-2013 (RoBg CBC Programme 2007-2013).
At the meeting, important decisions will be made on the Programme implementation stage focusing on the financial status as well as the overcontracting at the level of RoBg CBC Programme 2007-2013 of the projects from the reserve list. At the same time, the representatives of the management bodies will provide detailed information regarding the implementation status of the recommendations proposed following the Interim Evaluation for RoBg CBC Programme 2007-2013 and the stage of indicators achievement at the Programme level.
According to the European regulations on structural instruments, the Joint Monitoring Committee has the role to oversee the Programme and ensure the quality and effectiveness of the Programme implementation and of the projects under it. The Committee was established and is composed of representatives from national, regional and local level of the two states.

The fifth meeting of the Joint Working Group for Programming Romania-Bulgaria Cross-Border Cooperation Programme 2014-2020
The Ministry of Regional Development and Public Administration from Romania, the Ministry of Regional Development from Bulgaria and the Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border will organize Thursday, March 6th, 2014, in Rousse, the fifth meeting of the Joint Working Group for Programming Romania-Bulgaria Cross-Border Cooperation Programme 2014-2020.
During the meeting, important decisions will be made on thematic objectives for the 2014-2020 Romania-Bulgaria Cross Border Cooperation Programme (Ro-Bg CBC Programme 2014-2020). Of the 11 thematic objectives set by Regulation 1303/2013 of the European Parliament and the Council, will be approved the thematic objectives to be transposed into priorities for the Ro-Bg CBC Programme 2014-2020. Also programming schedule and timetable of strategic environmental assessment will be brought to the attention of participants, presenting the future actions in preparing the Ro-Bg CBC Programme 2014-2020.
The Joint Working Group has the role to ensure the efficiency and quality of the planning and programming of the future financial year, namely Romania-Bulgaria Cross-Border Cooperation Programme 2014-2020. The group is composed of representatives at national, regional and local level of the two states.

Environmental Statement on the Interreg V-A Romania – Bulgaria Programme
The European Commission approved the Interreg V-A Romania-Bulgaria Programme through the decision C(2015) 886/12.02.2015. According to the provisions of SEA Directive 2001/42/EC, the Managing Authority and the National Authority for the “Interreg V-A Romania-Bulgaria Programme” have jointly drafted the environment statement regarding the programme. The payment applications submitted to European Commission within Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 have reached, by the end of 2013, 50% of the financial allocation of the Programme
The Managing Authority for Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 from Ministry of Regional Development and Public Administration has registered a significant progress regarding the absorption rate at the Programme level. By December 31st, 2013, the total amount certified by the Certifying and Payment Authority and requested from the European Commission was 113,956,147 EUR, representing an absorption rate at the Programme level of 53.40%. Annual Implementation Report for 2012 of Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 has been considered admissible by the European Commission. The document shows an overview of the achievements for the year 2012 based on a qualitative analysis of the Romania – Bulgaria Cross-Border Cooperation Programme 2007-2013 physical and financial progress. Besides the achievements, the Report identifies the significant problems encountered in the implementation of the Programme during 2012, and all the measures that were taken in order to overcome them.
