The Results of the Cross-Border Cooperation Programme Romania – Bulgaria 2007-2013 at the end of 2015
The concrete results obtained so far within the Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 and the results of the activities performed in 2015 were presented within a briefing session with mass-media members (Wednesday, 16 December 2015, at the head office of the CBC ROC Calarasi)
The briefing session is an important event, given the forthcoming finalization of the first territorial cooperation programme with European funding, which is addressing to the border area between Romania and Bulgaria as internal EU border. The purpose of the meeting was the presentation of the Programme implementation status, the results obtained and the benefits brought for the development of the cross-border region by the funded projects, but also a reviewing of successfully implemented projects within Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013. It is noteworthy to mention that the absorption rate of the European funds by the end of this year has attained a 75% percentage.
During the event, the representatives of the Joint Technical Secretariat, and the Romanian first level controllers Romanians (within CBC ROC Calarasi) provided information regarding the significance of 10-year management of European funds, as well as about the new programming period and the Interreg V-A Programme. The successes and experience obtained were based upon work, involvement, responsibility and not lastly, by cooperation among all actors involved, from management bodies to beneficiaries.
Since the launch of Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 so far, regarding the results obtained, these have led to an improvement of mobility and access to transport infrastructure, information and communication in cross-border area; the economic and social ties from the border area have increased, making a good use of advantages and opportunities, in order to enhance the economic competitiveness of the area. All these contributed for the awareness that the borders are not barriers, have brought Romanians and Bulgarians closer, by promoting a solution for solving the development, collaboration, cooperation issues and strategic work towards joint objectives has been encouraged.

On the spot visit to a cross border project, implemented under Romania-Bulgaria Cross Border Cooperation Programme 2007-2013
On 9 October 2015, the Joint Technical Secretariat (JTS) for Romania-Bulgaria Cross Border Cooperation Programme 2007-2013 within Cross Border Cooperation Regional Office Calarasi to Romania-Bulgaria Border (CBC RO Calarasi) has organized a visit for one of the projects funded under Ro-Bg CBC 2007-2013 Programme.
The purpose of this visit was to present to media represantatives the results obtained, following the "Improvement of the accessibility of the Euroregion Ruse – Giurgiu with pan-European transport corridor 9" project implementation (MIS-ETC code 115) and thus, the impact of the programme in the region.
The meeting was held in the conference room of Ruse Town Hall, where the JTS representatives within CBC ROC Calarasi introduced to the participants the progress of the programme, emphasizing at the same time its importance and benefits to the development of the border area between Romania and Bulgaria. Also, Ruse Municipality representative, Vice mayor, eng. Dimitar NACOV, lead partner of the project "Improvement of the accessibility of the Euroregion Ruse – Giurgiu with pan-European transport corridor 9" has exhibited the project results obtained up to date, its impact and the activities carried out in partnership with Giurgiu Town Hall, as well.
The investment was financed under Ro-Bg CBC 2007-2013 Programme and had a total amount of 6.8 million euros, out of which 5.7 million euros are supported by the European Regional Development Fund (ERDF).
The project has envisaged the rehabilitation and modernization of several sections of Tutrakan boulevard from Rouse and of the road connecting the center of Giurgiu Municipality with the border crossing point Giurgiu – Rouse. Moreover, the project aimed to improve core transport infrastructure in Rouse-Giurgiu Euroregion through rehabilitation and modernization of the main sections of roads connected with Pan-European Transport Corridor No. 9 and optimization of traffic coordination.
Given the role of "disseminator of information" of the journalists and the need of an ongoing flow of information, this event aimed to provide a clear and accurate information on the use of EU non-reimbursable funds under Ro-Bg CBC 2007-2013 Programme, thus it has the opportunity to find out information directly from the beneficiary.
The event ended with a visit to the rehabilitated road segment of the Tutrakan Boulevard from Rouse. Celebrating 25 years of Interreg was a good opportunity to identify the cross border obstacles of RomaniaBulgaria border
On Friday, 2 october 2015, at Giurgiu and Ruse, representatives of the European Commission, Management Authority (Ministry of Regional Development and Public Administration) together with the Joint Technical Secretariat (Cross Border Cooperation Regional Office Calarasi for RomaniaBulgaria border) for Cross Border Cooperation Romania-Bulgaria 2007-2013 Programme organized several actions under „BORDER OBSTACLES. 25 YEARS OF INTERREG”
Whereas in 2015 the interregional cooperation programmes funded by EU celebrate 25 years, several members of the DG Regio management team will visit cross border regions throughout Europe. The purpose is to draw attention on current cross-border obstacles and related policies that would require measures that are more than just a mere financing of the obstacles encountered, but also about the feasible solutions. The initiative was launched by Commissioner Corina Cretu on 21st of September, on the European Cooperation Day. All this time, the UE cohesion policy financed cross border cooperation between the two areas, through the Interreg Programmes, which provided financial support to cooperation projects in various fields, such as: territorial development, urban development, transport, development infrastructure, IT, environment, energy, education, entrepreneurship, culture, social, health, research and development, human resources. In the period 2014-2020, the new Interreg Programmes will continue to fund cooperation activities in fields like research, SMEs dvelopment, environmental protection or risk management in border areas.
The event was opened in Giurgiu and it started at 10:00 AM with a visit to "Cross-border Centre for Coordination and Management of interventions in Giurgiu-Rousse area", belonging to the "Vlaşca" Inspectorate for Emergency Situations from Giurgiu County. The building was funded under Cross border Cooperation Romania-Bulgaria 2007-2013 Programme. Here the guests were introduced even to purchased equipment – results obtained following the projects implementation JAMES-MIS 137, EOCESMIS 671 and EMES-MIS 623. The event continued with a press conference, attended by representatives of the media from Romania and Bulgaria.
After 2 o'clock PM, in Rouse it was organized a round table attended by over 100 representatives of institutions involved in cross-border cooperation which have analyzed the eventual obstacles and identified the feasible solutions in order to overcome them.

European Cooperation Days in 2015
On 21st of September 2015 at the “Mihai Eminescu” Secondary School in Giurgiu and on 23 rd of September 2015 at the „Otet Paisii” Secondary School in Ruse, the Joint Technical Secretariat for Cross Border Cooperation Programme Romania-Bulgaria 2007-2013 from the Cross Border Cooperation Regional Office Calarasi for the Romania-Bulgaria border (CBC RO Calarasi) organized thematic meetings with the students of those schools.
Through interactive presentations, the students were challenged to discover informations about the European Union, about the benefits and opportunities offered by the cooperation between member states and about the achievements of the projects implemented with european financial support through the PCT Ro-Bg 2007-2013. Students learned about concrete benefits for European students brought by cooperation projects – be it security, transport, education, energy, health, vocational training or creation of cross border jobs.
Restoring the map of Europe by arranging pieces of a puzzle was a good opportunity to strengthen the information
provided to students and also a moment in which their enthusiasm demonstrated the success of this action.
The European Cooperation Day, conducted under the motto "At borders we develop together" has as a main goal the celebration of the cooperation between regions and european countries. This campaign is coordinated by the INTERACT Programme in collaboration with the European Commission and is supported by the Committee of the Regions and the European Parliament.

Annual Conference for Romania Bulgaria Cross Border Cooperation Programme 2007-2013
Today, the 4th of June 2015, the Annual Conference for Romania Bulgaria Cross Border Cooperation Programme 2007-2013 was organized by the management bodies in Balchick, Bulgaria.
The conference underlined the results of Romania Bulgaria Cross Border Cooperation Programme 2007-2013 (the presentation is available here) and presented the experience of Romanian and Bulgarian beneficiaries of projects successfully implemented in partnership. During the event, the winner of the contest „What change would you like to see?” , launched on the 9th of May 2015, Europe Day, was presented, Mr. Alexandru Ionicescu, was presented to the public, together with his proposal (available here).
The conference reunited a significant number of participants, representing the Romanian and Bulgarian beneficiaries, the managing bodies of the Programme, the European Commission.

Important documents approved Joint Monitoring Committee for Romania Bulgaria Cross Border Cooperation Programme 2007-2013- thirteenth meeting
Today, the 3rd of June 2015, the Joint Monitoring Committee for Romania Bulgaria Cross Border Cooperation Programme 2007-2013, held its thirteenth meeting, in Balchick, Bulgaria.
The management bodies of the Programme presented the main results of the Programme: the absorption rate of approx. 69% and the achievement of 28 Programme indicators out of a total of 39 indicators, considering finalized projects (an achievement of 100% being estimated by the end of the implementation period, based on the data from contracted projects).
The Joint Monitoring Committee discussed and approved strategic documents necessary for the smooth implementation of the Programme: the Annual Implementation Report for 2014, the revised Financial plan and the Action plan for the closure of the Programme.
The results registered by the Romania Bulgaria Cross Border Cooperation Programme 2007-2013 could not be made possible without the hard work, close cooperation and good intentions of all the main factors involved in the process: the Managing Authority, the National Authority, the Joint Secretariat, the European Commission and, first of all, the Romanian and Bulgarian beneficiaries.

Steps in ensuring an efficient Programme implementation are taken! Monitoring Committee for the INTERREG V-A România-Bulgaria Programme- second meeting
The second meeting of the Monitoring Committee for the INTERREG V-A România-Bulgaria Programme, took place today, the 2nd of June 2015, in Balchick, Bulgaria.
The ambitious start of our Programme (one of the first Programmes approved both in Romania and Bulgaria and the very first approved Programme which launched a call for proposal) is continuing.
The Monitoring Committee approved today other significant documents for the sound Programme implementation: the Description of the management and control system (document describing the Programme system, first step in the designation process which is necessary for submitting intermediary payment claims to the European Commission), the Visual Identity Manual (document guiding beneficiaries on the information measures to be taken), Anti-fraud Strategy (document stating the Programme approach on anti-fraud measures). These achievements reflect the result of the common effort and strong cooperation between the management bodies of the Programme in Romania and Bulgaria: the Managing Authority, the National Authority, the Joint Secretariat, as well as the constant support of the European Commission.

Europe Day
Each year, on Europe Day, we turn our attention on European Union, the main responsible for the European way of life. From values to investments through cooperation, European Union is each year more powerful in our lives.
Each year we celebrated this significant day for the programmes and the projects funded by the European Union. This year, we organized an activity in Silistra and we challenged the people from the cross border Romania-Bulgaria area.
At the stand placed in Silistra, more than 100 people stopped by. Informative materials and answers to their questions were provided.

Interreg V-A Romania-Bulgaria Road show. Second stop – Veliko Tarnovo
Today, 16th of April, 2015, the second info-day regarding Interreg V-A Romania-Bulgaria Programme and the first call for proposals official launched on 26th of March, 2015, took place in Veliko Tarnovo. The event was organized by the Joint Secretariat form Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border, in cooperation with representatives of the Managing Authority from Romania and the National Authority from Bulgaria.
The event, hosted by Veliko Tarnovo District Administration, was opened by the District Governor, Pencho PENCHEV, the Deputy Mayor of Veliko Tarnovo Municipality, Snejana DANEVA and the Executive Director of CBC RO Calarasi, Nicoleta MINCU. The participants expressed their interest for preparing projects with concrete benefits for cross border area and appreciated the programme and funding procedure facilitation.
Interreg V-A Romania-Bulgaria Road show, scheduled for April – May 2015, aims to offer to the potential beneficiaries important information regarding the funding opportunities by the Interreg V-A Romania-Bulgaria, useful for the project preparation and implementation. The Road show will stop in each of the eighth districts from Bulgaria (Dobrich, Silistra, Ruse, Veliko Tarnovo, Pleven, Montana, Vratsa and Vidin) and in each of the seventh counties from Romania (Constanta, Calarasi, Giurgiu, Teleorman, Olt, Dolj and Mehedinti).

Interreg V-A Romania-Bulgaria Road show. First stop – Ruse
Today, 15th of April, 2015, the first info-day regarding Interreg V-A Romania-Bulgaria Programme and the first call for proposals official launched on 26th of March, 2015, took place in Ruse. The event was organized by the Joint Secretariat form Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border, in cooperation with representatives of the Managing Authority from Romania and the National Authority from Bulgaria.
The event was opened by the Governor of Ruse District Administration, Stefko BURDZHIEV, the Mayor of Ruse Municipality, Plamen STOILOV and the Executive Director of CBC RO Calarasi, Nicoleta MINCU, who welcomed the participants, more than 100, a living proof of the increased interest for the Romanian-Bulgarian cross border cooperation. The large number of participants and the variety of questions turned the meeting into a dynamic one, taking into consideration the participants concern for new projects that address the needs of the communities.

Launching INTERREG V-A România-Bulgaria Programme and the first call for proposals
Today, the 26th of March 2015, INTERREG V-A România-Bulgaria Programme and the first call for proposals were officially launched.
The Programme was approved by European Commission on 12nd of February 2015. A total budget of 258,5 milion euro (215,7 from European Regional Development Fund) is available for 7 counties from România (Constanța, Mehedinți, Dolj, Olt, Teleorman, Giurgiu, Călărași) and 8 districts from Bulgaria (Vidin, Vratsa, Montana, Pleven, Veliko Tarnovo, Ruse, Silistra, Dobrich). The border region will be improved through common projects with cross-border impact.
The Managing Authority from România (Ministry of Regional Development and Public Administration), National Authority from Bulgaria (Ministry of Regional Development and Public Works) and Joint Secretariat from Călăraşi (from the Cross Border Cooperation Regional Office Călărași for România-Bulgaria Border) have prepared the documents necessary for launching the first call for proposals, that was approved on 25th of March 2015 by the main decission body of the Programme, the Monitoring Committee.
208.1 milion euro are now available within the first call for proposals, with a submission deadline of 30th of June 2015 (for „soft” projects) and 30th of September 2015 (for „hard” projects) for interventions in the eligible area in transport, environment, emergency situations domains.

INTERREG V-A România-Bulgaria Programme is among the first programmes that launches call for proposals, therefore supporting the potential Romanian and Bulgarian beneficiaries to draft project proposals that create added value to the eligible border area.

Monitoring Committee for the INTERREG V-A România-Bulgaria Programme– important decisions
First meeting of the Monitoring Committee, the main decisional body for the INTERREG V-A România-Bulgaria Programme (the list of the participating entities may be consulted here), took place today, 25th of March, in Belogradchik (Vidin) Bulgaria.
During the meeting, strategic documents necessary for successful implementation the Programme: the Rules of procedure for the Monitoring Committee, the Multi-annual Technical Assistance Strategy, the Communication Strategy of the Programme. The synthesis of the decisions may be consulted here.
The most important decision taken today concerns the launching of the first call for proposals. The Monitoring Committee approved the Applicants Guide and the list for eligible expenditure. Therefore, tomorrow, 26th of March 2015, we will officially launch the Programme and the first call for proposals.
The approved documents represent the result of the common effort of the management entities of the Programme: the Managing Authority, the National Authority, the Joint Secretariat and of the active involvement of the potential beneficiaries from Bulgaria and România during the consultation process.

European Cooperation Days in 2014
In the context of celebrating European Cooperation Day, Joint Technical Secretariat (JTS) for the Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 (CBC Programme 2007-2013) from Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border (CBC RO Calarasi) promoted the achievements of the projects funded by RO-BG CBC Programme 2007-2013. Two similar actions were developed on 20th of September 2014, in the Razgrad city downtown on the pedestrian zone and on 22nd of September 2014, on the pedestrian zone in front of Calarasi Cultural Centre.
The presentation of the results of the romanian-bulgarian cooperation captured the attention of the participants who appreciated the initiative and the accessible manner to illustrate and promote the benefits of the projects funded by RO-BG CBC Programme 2007-2013

European cooperation was also promoted in schools in Calarasi and Silistra. Two actions, attended by teachers and pupils, were organised on the 23rd of September2014.
With the support of the teachers from Calarasi and Silistra schools, the representatives of CBC RO Calarasi promoted the concept of active European citizen, informed and responsible.
The method used was the puzzle game. The method facilitated the improvement of the knowledge of the pupils with information referring to the European Union member states, candidate countries and other European countries. The large family of Europe is reunited under the motto “Sharing borders, growing closer” to celebrate the cooperation spirit in the EU and the neighbouring countriesThe curiosity and interest of the pupils defined the meetings which brought valuable and effective benefits for the little European citizens.

Romania-Bulgaria Programme celebrates European Cooperation Day 2014!
„European Cooperation Day” is celebrated annually (starting with 2012) on 21st of September. The event is organized under the motto ”Sharing borders, growing closer” and aims to celebrate the cooperation between European countries and regions. The campaign is coordinated by the INTERACT Programme with the support of the European Commission, the European Parliament and the Committee of the Regions.
This year, hundreds of local events will be held across Europe, both in the EU Member States and neighbouring countries, aiming to involve thousands of people in these actions which focus mainly on disseminating information on European cooperation across the borders.
The Joint Technical Secretariat of the Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 (CBC Programme 2007-2013) from Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border (CBC RO Calarasi), takes part to this campaign by organizing events that promote the results of cooperation between Romania and Bulgaria in the context of CBC Programme 2007-2013.
On the 20th of September, 2014, in the pedestrian area of the town Razgrad, between 12:30 p.m. and 04:30 p.m, posters containing information and pictures with the results of projects implemented with EU funds through CBC Programme 2007-2013 will be presented and the general public will be provided with more information about the context of event, the achievements of funded projects, highlighting the importance of cross-border cooperation. A similar action will be organized on the 22nd of September, 2014, in front of the Cultural Centre from Calarasi, between 10:00 a.m. and 01:00 p.m.
Actions will be followed on the 23rd of September, 2014, by two meetings with pupils from Calarasi and Silistra. They will have to demonstrate their abilities to puzzle out the map of Europe. It is well known that European values represent the beginning of European civic education.

Assistence for the Bulgarian beneficiaries from the projects funded by Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013
On 10th of September, 2014, Joint Technical Secretariat (JTS) for Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 (CBC Programme 2007-2013) from Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border (CBC RO Calarasi) met in Ruse the beneficiaries from Pleven, Ruse, Veliko Tarnovo and Sofia.
The event is the last one from the succession of 6 technical meeting from this year aimed to stimulate the direct communication and to offer to the participants concrete solutions for the problems experienced during projects development.
The purpose of the meeting was to present information referring to project implementation according to CBC Programme 2007-2013 requests, Managing Authority instructions and national legislation, which will support the beneficiary to accurately draft the addenda, progress reports and the reimbursement claims. The beneficiaries were encouraged to request, until November this year the reimbursement of the expenditures from the project in order to increase the absorption rate in the context of CBC Programme 2007-2013.
The main concern of the Managing Authority, National Authority and Joint Technical Secretariat is to ensure a complete and sound use of the funds for Romania and Bulgaria.An efficient support for the beneficiaries is influencing the absorption rate. At this moment, the value of the reimbursement claims submitted at CBC RO Calarasi represents 63,12% from the financial allocation for the priority axis of the beneficiaries.

Romania-Bulgaria Cross-Border Cooperation Programme 2014-2020 – first European Territorial Cooperation programme managed by MRDPA as Managing Authority approved by Joint Working Group for Programming
Joint Working Group for Programming analysed and approved the final version of the Romania-Bulgaria Cross-Border Cooperation Programme 2014-2020. The programme is structured on five priority axes, has a budget of 215,745,513 euro from European Regional Development Fund and it aims to capitalise the results of the current programme and to straighten the cross border relations in order to identify joint solutions that contribute to the social and economic development of the area. Subsequently, the document will be submitted for approval in both member states and sent to the European Commission for approval before the deadline 22nd of September, 2014.
The representative of European Commission, Kypros KYPRIANOU, congratulated the performance of Romania-Bulgaria team and underlined that it is the first cooperation programme from South-East Europe approved by the members of Joint Working Group.
The meeting was organized by Managing Authority (MA) for Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 – Ministry of Regional Development and Public Administration from Romania (MDRPA), National Authority (NA) – Ministry of Regional Development from Bulgaria (MRD) and Joint Technical Secretariat (JTS) for Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 – Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border (CBC RO Calarasi). The delegations were led by Doina SURCEL, Deputy General Director from MRDPA (Romania) and Dimana SADONKOVA, Deputy General Director from MRD (Bulgaria).
The Joint Working Group has the role to ensure the efficiency and quality of planning and programming the future programming period, namely Romania -Bulgaria Cross Border Cooperation Programme 2014-2020. The group is composed of representatives from the national, regional and local level of the two states.

Research and monitoring of the west coast of the Black Sea.
Joint Technical Secretariat (JTS) for Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 (CBC Programme 2007-2013) from Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border (CBC RO Calarasi) organized on 30th of June, 2014, in Constanta, an on-site visit to promote the projects „Submarine Archaeological Heritage of the Western Black Sea Shelf – HERAS”, MIS-ETC Code 578, and „Set-up and implementation of key core components of a regional early-warning system for marine geohazards of risk to the Romanian – Bulgarian Black Sea coastal area”, MIS-ETC Code 641.
The projects promoted are characterized by distinguishing characteristics and originality of the purpose, having Black Sea as impact area. Lead partner of both projects is National Institute for Research and Development of Marine Geology and Geo-ecology – GeoEcoMar (NIRD – GeoEcoMar).
The Executive Director of CBC RO Calarasi, Nicoleta Mincu underlined the professional skills and the devotion of the projects teams and the general Director of NIRD – GeoEcoMar, Gheorghe Oaie, the passion for research and monitoring of marine and coastal environment.
To create the framework for promoting the projects, the head of JTS for CBC Programme 2007-2013 from CBC RO Calarasi, Bogdan Musat, presented a qualitative and quantitative synthesis of the programme: 171 contracted projects with a total budget of 297 mil. EUR. The value of the reimbursement payments submitted by the beneficiaries to CBC RO Calarasi counts up 60% from the programme financial allocation for the beneficiaries.
The project manager for NIRD – GeoEcoMar, Glicherie Caraivan, introduced HERAS project. The project implemented in partnership with Museum for National History and Archaeology Constanta, Oceanographic Institute – Varna (IO-BAS), Respiro Underwater Research Society Constanta and Town Museum of Kavarna, aims to identify underwater cultural heritage, the result of thousands of years of shared history, for promoting this strong potential common history and managing the discoveries, in order to encourage the tourist attractions in a sustainable way.
Marinegeohazards project was introduced by Vlad Rădulescu, project manager for NIRD – GeoEcoMar. The project implemented in partnership with Geological Institute – Bulgarian Academy of Sciences, Institute of Oceanology – Varna and National Institute of Earth Physics – Romania, integrated in the world network the warning system for marine geohazards of risk for the people, infrastructure and protected areas from the Romanian-Bulgarian Black Sea. In order words, the first system which monitors physical and bio-chemical data, regarding the properties of the water masses and local meteo parameters, was created.
The event was attended by Nicolae Panin, professor – corresponding member of Romanian Academy, who considered Marinegeohazards project as among the top of marine research, while HERAS will reveal to humanity hidden archaeological traces remained unknown.

Technical meeting with the beneficiaries of Romani-Bulgaria Cross Border Cooperation Programme 2007-2013 regarding projects implementation and measures to increase the absorption rate
Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border (CBC RO Calarasi) acting as Joint Technical Secretariat (JTS) for Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 (CBC Programme 2007-2013) and First Level Control for the Romanian beneficiaries (FLC), organized on 24th of June, 2014, in Constanta, a technical meeting dedicated to the beneficiaries of the Programme from Calarasi and Constanta counties.
In addition to information concerning the projects implementation (first level control, technical and financial progress reports, amendment of the subsidy/financing contracts, information and publicity measures), CBC RO Calarasi team paid attention to the most frequent errors identified during the project implementation. During the meeting the contractual provisions, responsibilities of partners and the modification of the financing contracts by addendum or notification were widely discussed.
Having as purpose avoiding the decommitment risk for 2014 at the Programme level the financial project schedules to identify all the expenditures that may be included in the reimbursement claims until November 2014 were analysed.
The Executive Director of CBC RO Calarasi, Nicoleta Mincu, stated: It is known that the success of a project or program is influenced by many other factors, but especially the organizational skills of the team or the structure responsible for its implementation. In view of the topic addressed, we consider these meetings with beneficiaries as a premise for a good project management, with impact on the payments requested to the European Commission for reimbursement.
Every action promoted by CBC RO Calarasi is designed to support the sound implementation of the Programme priorities and measures and to ensure the achievement of the Programme objectives and of the established financial targets.

The twelfth meeting of Joint Monitoring Committee for Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013
The Joint Monitoring Committee has the role to oversee the Programme and ensure the quality and effectiveness of the Programme implementation and of its projects. The Committee was established and is composed of representatives from national, regional and local level of both partner states.
On 11th of June, 2014, in Veliko Tarnovo, the Managing Authority (Ministry of Regional Development and Public Administration from Romania – MRDPA) together with the National Authority (Ministry of Regional Development from Bulgaria – MRD) and the Joint Technical Secretariat (Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border -CBC RO Calarasi) organized the twelfth meeting of Joint Monitoring Committee for Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 (CBC Programme 2007-2013).
The head of Romanian delegation, Mrs Doina SURCEL from MRDPA, the head of Bulgarian delegation, Mrs Klimentina DENEVA from MRD, and the President of CBC RO Calarasi Board of Directors, Mr Liviu MUSAT, opened the meeting emphasizing the significant progress of the Programme by using all the available resources. Mr Liviu MUSAT complimented all the involved actors in the Programme (beneficiaries, Managing Authority, National Authority, Joint Technical Secretariat and CBC RO Calarasi) and reiterated the particular attention that Joint Technical Secretariat should confer to the beneficiaries for a proficient projects implementation.
The event was attended by the representative of the European Commission, Mr Kypros KYPRIANOU, who noticed once again the dynamism and the commitment of the stakeholders for the Programme implementation and also complimented the professionalism of promoting the accomplished results through all the channels for a high level of transparency.
During the meeting, presided by the Romanian delegation, the Annual Implementation Report for 2013 of CBC Programme 2007-2013 and the revised operational programme (the modification of the financial allocation between the priority axis and the revision of target values for certain indicators) were analysed and approved by the Joint Monitoring Committee members. The proposal to amend the Programme is in line with the provisions of article 77 (c) point 12/Regulation (EC) no. 1083/2006. The agenda of the meeting contained also a presentation of the Programme implementation status.

Annual Conference on the progress achieved in implementing Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013
The Managing Authority (Ministry of Regional Development and Public Administration from Romania), the National Authority (Ministry of Regional Development from Bulgaria) and the Joint Technical Secretariat for Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 (Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border) organized on 10th of June, 2014, in Veliko Tarnovo, the Annual Conference promoting the progress achieved in implementing Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 (CBC Programme 2007-2013).
The event aimed to inform the officials at national, regional and local level from Romania and Bulgaria, the media and the Programme beneficiaries on the progress made so far.
The event was opened with the speech of Mrs Doina SURCEL, Deputy General Director and Mrs Maria DUZOVA, General Director, who reminded the professionalism and the efficient collaboration of the stakeholders and the beneficiaries as the key to success of CBC Programme 2007-2013. Mrs Nicoleta MINCU, Executive Director of CBC RO Calarasi, referred to the success of the Programme for the development of the region, the absorption rate of 59% being a relevant indicator (measured in reimbursement claims submitted at the level of JTS).
This year conference was focussed on the present and future cross border cooperation between Romania and Bulgaria. The current results of the Programme represent the background for preparing the future programming period 2014-2020. The synergies between the implemented projects and capitalization of results will enhance the impact of the Programme. A good example of project and programme sustainable results was provided by Mr Plamen ALEKSANDROV, Deputy Mayor of Svishtov Municipality, Lead partner of the project „Improvement of the cross border mobility in Svishtov – Zimich area through development and reconstruction of main segments of the transport infrastructure” (MIS-ETC Code 536), who presented the project story and the impact on eligible area of CBC Programme.
The active involvement of the participants underlined the intrest for cooperation opportunities between Romania and Bulgaria in order to develop the cross border area. The participants interventions highlighted the Programme management bodies support offered to the beneficiaries (particularly the Joint Technical Secretariat) and expressed their interest to continue the partnerships in the future programming period.

Regarding the project implementation process, the Executive Director of CBC RO Calarasi, Nicoleta MINCU, concluded: A successful management is the main factor for the project quality. The compliance with the contractual provisions of the subsidy contract and the project implementation procedures represent the foundation of an efficient management.

The meeting was opened with the speech of Head of JTS for CBC Programme 2007-2013 from CBC RO Calarasi, Bogdan Musat: The meetings with the lead partners and their project partners represent a measure that can generate a positive effect on the absorption rate in 2014. To ensure an effective partnership and an accurate financial management of European funds represent for CBC RO Calarasi team a lasting concern and all the developed actions aimed these objectives.
During the event, the projects management teams received specific information from JTS experts from CBC RO Calarasi, regarding mainly: technical and financial progress report of the project, the provisions of Visual Identity Manual for CBC Programme 2007-2013 and Information and Publicity Guidelines to develop information and publicity measures at the project level, the modification of the subsidy contracts by addenda and aspects regarding projects implementation in order to avoid the decommitment risk for 2014 at the Programme level. The topic of the meeting was „Aspects regarding projects implementation and measures to increase the absorption rate in the context of CBC Programme 2007-2013”.
During the event, the projects management teams received specific information from JTS and FLC experts from CBC RO Calarasi, regarding mainly: technical and financial progress report of the project, modification of the subsidy contracts by addenda, information and publicity measures, first level control and aspects regarding projects implementation in order to avoid the decommitment risk for 2014 at the Programme level. Due to the fact that each project is unique in a common framework, projects implementation status and potential expenditure that may be included in the reimbursement claims until November 2014 were analysed.
Regarding the meetings dedicated to the Programme beneficiaries, the Executive Director of CBC RO Calarasi, Nicoleta MINCU, stated: Promoting the partnership principle, ensuring accurate information, transparency and efficient communication between CBC RO Calarasi and the beneficiaries are basic conditions for a successful project implementation which will ensure a positive evolution of CBC Programme 2007-2013.

Workshop organised for the partner institutions of the projects selected for funding from Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 ( Alexandria, Romania)
On the 22nd of May2014, the Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border (CBC RO Calarasi) acting as Joint Technical Secretariat (JTS) for Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 (CBC Programme 2007-2013), together with the First Level Control for the Romanian beneficiaries (FLC), organized a workshop in Alexandria dedicated to the partners of the projects approved for funding from the CBC Programme 2007-2013.
The meeting was opened by the Executive Director of CBC RO Calarasi, Nicoleta MINCU, who underlined the importance of organising these type of events in order to achieve sustainable positive outcomes, not only during project implementation but also after the implementation phase. Each of the contracted projects contributes to the Programme’s overall strategic goal and a good understanding of the project implementation mechanisms will ensure the quality of the activities carried out and will increase in their impact on the cross border area .
The discussions were focused on the main areas of interest regarding the implementation process, the role and responsibilities of the project partners and the contractual provisions. The JTS and FLC experts from the CBC RO Calarasi provided to the participants details about the contracting stage, the documents that are necessary during the implementation of the project (advance and reimbursement claim,
Schedule for reimbursement, progress report and supporting documents, request for the first level control), the Visual Identity Manual for the CBC Programme 2007-2013 and the Information and Publicity Guidelines contained within the Project Implementation Manual, in order to guarantee a proper implementation of all the project information and publicity measures.
The workshops organized for the partner institutions of the projects approved for funding from the CBC Programme 2007-2013 are part of the activities carried out by CBC RO Calarasi as the Joint Technical Secretariat and are designed to support the sound implementation of the Programme priorities and measures and to ensure the achievement of the Programme objectives and of the established financial targets.

On site visit, opportunity for mass-media representatives to notice the concrete results of using European funds in the context of Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013
On May 16th, 2014, Joint Technical Secretariat (JTS) for Romania-Bulgaria Cross Border Cooperation Programme 2007-2013 (CBC Programme 2007-2013) from Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border (CBC RO Calarasi) organized an on site visit at one of the projects funded by CBC Programme 2007-2013.
The aim of the event was to present to the mass media representatives the concrete results obtained through the project „Rehabilitation of the Road III-3004 Trastenik-Orehovitza-Road III-137 and Modernization of DJ-544 Urzica Stefan cel Mare, Olt County” (MIS-ETC Code 548) and also the impact of Programme implementation in the region.
Considering the fact that the journalists are considered „information disseminators” and the need of a continuous flow of information, the objective of this event was to clearly and precisely inform the participants on using European funds through CBC Programme 2007-2013. Therefore, the journalists had the oportunity to find out information directly from the beneficiary, while the other participants – representatives of decision-makers and civil society from Pleven district, could share good practices regarding the improvement of cross-border transport facilities.
The event opened with the speech of Head of JTS for CBC Programme 2007-2013 from CBC RO Calarasi, Bogdan Musat, which presented the status of Romania-Bulgaria Cross Border Cooperation Programme 2007-2013, with emphasis on the projects with partners from Pleven district. For additional information regarding the projects funded by CBC Programme 2007-2013, the attendants were invited to consult the official website of the Programme that hosts the media campaign to promote the projects capitalizing the Romania-Bulgaria potential to develop.
The representative of Road Infrastructure Agency from Bulgaria, Hristo Petrov, lead partner of the project „Rehabilitation of the Road III-3004 Trastenik-Orehovitza-Road III-137 and Modernization of DJ-544 Urzica Stefan cel Mare, Olt County”, described the activities developed in partnership with Olt County Council, the results and the impact in the eligible area. With a total eligible value of 1.5 mill. EUR, through this project 16 km of road for Pleven district and 12 km from Olt county were reabilitated.
To illustrate the project results, the event ended with a visit to the rehabilitated road section from Pleven district, between the localities Trastenik and Orehovitza.

Romania-Bulgaria Cross Border Cooperation Programme 2007-2013 promotes the Europe Day
On May 9th , the Joint Technical Secretariat and the First Level Control for the Romanian partners in the Regional Office for Cross Border Cooperation Calarasi for Romania- Bulgaria border (CBC RO Calarasi) organized a series of activities to celebrate the Europe Day, the celebration of peace and unity in Europe emphasizing at the same time the European vocation of the border region and the development of this region with Romania – Bulgaria Cross Border Cooperation Programme 2007-2013 (Ro – Bg CBC Programme 2007-2013).
Thus, CBC RO Calarasi has opened its door to visit a group of young persons at "Barbu Ştirbei" National College in Calarasi, Romania, and the School of Natural Sciences and Mathematics "St. Kliment Ohridski" in Silistra, Bulgaria to follow together the story of the European Union and to present the impact of implementing Ro – Bg CBC Programme in the border area between Romania and Bulgaria. Informing the young generation about the opportunities offered by the European Union is one of the duties of the advanced education system in Romania, knowledge and use of language expressing the European values representing an optimum method for the development of the European civic education.
The series of events organized by CBC RO Calarasi on May 9th was completed by actions to disseminate the information on support provided to Romania and Bulgaria by the European Union through Ro – Bg CBC Programme 2007-2013 and the distribution of information and promotional materials. A team of the office discussed aspects of the cooperation between Romania and Bulgaria with pupils winners from "Mihai Eminescu" High School Calarasi in a meeting with them. Stands were placed in the pedestrian area in the center of Calarasi and Pleven towns for the Programme presentation and dissemination of basic information about the Europe Day and ideas that led to the formation of the European Union. For developing this action in Pleven, CBC RO Calarasi team was supported by the representative of the Programme contact point in this town.
These actions celebrated the European spirit, the common European destiny and the cooperation to build a strong border region, through which sustainable aspirations and common sustainable interests will be achieved.

The annual meeting of the members of the European information multiplier network constituted at the level of Romania – Bulgaria Cross Border Cooperation Programme 2007-2013
Monday, April 28th, 2014, the Joint Technical Secretariat (JTS) for Romania -Bulgaria Cross-Border Cooperation Program 2007-2013 (Ro-Bg CBC Programme 2007-2013) of the Regional Office for Cross Boder Cooperation Calarasi (CBC RO Calarasi) organized in Vidin (Bulgaria) the annual meeting of the members of the network of the European information multipliers constituted at the level of Ro-Bg CBC Programme 2007-2013. At this event, information was presented on the Programme implementation stage, the most useful communication and promotion tools used, and preparing the next programming period 2014-2020.
The participants at the event had the opportunity to review the Programme progress and its impact by viewing the project results. At the end of the presentation, the executive director of CBC RO Calarasi, Nicoleta Mincu, exposed briefly Ro-Bg CBC Programme 2007-2013results during the seven years since the launch: "The grant budget for the axes dedicated to the beneficiaries representing 204 million Euro, allocated to the border area between Romania and Bulgaria was fully contracted and 55 % of these funds are already invested in the region and returned to the beneficiaries."
In order to promote the impact of Ro-Bg CBC Programme 2007-2013implementation in the Romanian-Bulgarian border, the most useful communication tools used were represented by the organization of the on site visits to the cross border projects, events destined to mass media in the eligible area of the Program, and website and Facebook page of Ro – Bg CBC Programme 2007-2013. Since 2011, the information and publicity actions focused mainly on promoting the projects financed by the Programme. Regarding the on site visits, they were organized in order to disseminate the best practices and in order to create a positive image of the use of EU funds allocated by Ro-Bg CBC Programme 2007-2013.
In the last part of the event, the preparation of the next programming period was presented. The two partner states taken all necessary steps to the strategic planning and programming of the Romania-Bulgaria Cross Border Cooperation Programme 2014-2020 and the expected deadlines of submission to the European Commission of the operational Programme is September 2014.
The Network of the European information multipliers constituted at the level of Ro-Bg CBC Programme 2007-2013 is composed of the local and regional public sector institutions and local NGOs . the organized meetings aim at disseminating the results of the program implementation and facilitating the exchange of experience among the network members.

The pupils discover the cross-border cooperation and the and European Union values
Among the activities organized on the occasion of the Europe Day that will be celebrated on May 9th, the Regional Office for Cross Border Cooperation Calarasi for Romania – Bulgaria ( CBC RO Calarasi) received today, April 25th, 2014, the visit of the pupils in the II form A of Carol I Secondary School in Calarasi who were accompanied by teacher Elena Rotaru, the director of the secondary school and by teacher of the primary school, Zizi CRISTEA.
The pupils were welcomed by the executive director of CBC RO Calarasi, Nicoleta MINCU and by the Head of the Joint Technical Secretariat of Romania-Bulgaria Cross Border Cooperation Programme 2007-2013, Bogdan MUȘAT, who led the action to discover an European institution with employees both Romanian and Bulgarian, promoting the values and support provided by the European Union. The little pupils visited the office of CBC RO Calarasi entering into direct contact with the team and with the activities they carry out in the context of the cooperation between Romania and Bulgaria. During the discussions, the pupils have been opened the treasure with values and symbols of the European Union and they understood what ”Unity in diversity” means. Seen through the eyes of the childhood the " The European Union is a union of several countries", which demonstrated that the visit had the desired effects. Co-opting the border police in the discussions, by the participation of the Chief Commissary Petre MANEA revealed the challenges of the border police profession.
The pupils had also the opportunity to discover the results of the projects implemented under Romania –Bulgaria Cross Border Cooperation Programme 2007-2013, and how these results work on improving the life in the eligible area by improving the environment, health and safety of citizens, culture, traditions and optimal use of the leisure time.
Informing the young generation about the opportunities provided by the European Union is one of the duties of the performing education system in Romania, the knowledge and use of the language that express the European values representing an optimal method for the development of the European civic education.
The executive director of CBC RO Calarasi, Nicoleta MINCU considers that this visit is "intended to have an impact on building a citizen – friend of the European Union. The organisation of this visit within the activities of the Europe Day and the promotion of ideas that led to the formation of the European Union among the young persons is a way to support the process of the European identity.”

Promoting event of the Romania – Bulgaria Cross Border Cooperation Program 2007-2013 at the CBC RO Calarasi premises
Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border (CBC RO Calarasi) which ensures the Joint Technical Secretariat and the First Level Control for the Romanian partners in the context of Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 (CBC Ro-Bg 2007-2013), held today, 8th of April, 2014, at the Calarasi premises an event in which was presented the CBC Ro-Bg 2007-2013 and were exposed the ideas and the context of "The Wanted Danube – Danube Desired" initiated by the members of "The Danube Networkers" and ILEU Institute from Ulm, Germany, in November 2013.
Head of the Joint Technical Secretariat, Bogdan MUȘAT, presented the current status of the Romania-Bulgaria Cross-Border Cooperation Programme 2007-2013 and information regarding the preparing of the future Romania-Bulgaria Cross-Border Cooperation Programme 2014-2020. The Executive Director of CBC RO Calarasi, Nicoleta MINCU, congratulated the team involvement in this initiative by knitted some carpets that symbolizes the programme logo, the flag of Romania and Bulgaria. During the discussions, were presented the achieved results of the financed projects by watching promotional videos made by the Managing Authority.
The initiative “Danube Desired” aims at demonstrating understanding between people, in spite of the lack of common language. It should also inform about the various civil society initiatives with similar goals along the Danube. With the joint work of volunteers from countries of the Danube at the end of the project will result a handmade woolen river-carpet, having the length of the Danube, 2857 km. This river-carpet will represent a symbol of citizenship in the countries of the Danube, in order to unite them and turn it into a one danubian community. The knitted carpet by the voluntaries volunteers from the project countries (Romania, Bulgaria, Austria, Slovakia, Hungary, Croatia, Serbia) will be brought together as organizers call woolen „River-carpet“. On the 04.07.2014-13.07.2014 in the frame of the International Danube Festival, the individual parts will be brought together at the Cathedral Square in Ulm to form a huge river carpet representing the course of the river Danube. At the end of the action, the individual pieces of this joint piece of art will be sold as sitting cushions or wall hangings. The profit from the sale will be used to support social, cultural, as well as ecological initiatives in the south-eastern European countries.
Invited to this event were representatives from the Regional Library Parteniĭ Pavlovich and Dobrogea ensemble from Silistra, who appreciated the initiative of CBC RO Calarasi and the work in order to achieve a good cooperation between Romania and Bulgaria. However, the ensemble brought to the present an authentic moment from Bulgarian folklore.

The eleventh meeting of the Joint Monitoring Committee of Romania-Bulgaria Cross Border Cooperation Programme 2007-2013
The Managing Authority (MA) of Romania-Bulgaria Cross Border Cooperation Program 2007-2013 –Ministry of Regional Development and Public Administration from Romania (MRDPA), the National Authority (NA) – Ministry of Regional Development from Bulgaria (MRD) and the Joint Technical Secretariat (JTS ) of Romania – Bulgaria Cross Border Cooperation Program 2007-2013 – Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border (CBC RO Calarasi) organised Thursday, March 6th, 2014, Rousse (Bulgaria), the eleventh meeting of the Joint Monitoring Committee.
The meeting was opened by the Chair of the Joint Monitoring Committee, Iulia HERTZOG, Director of Directorate Managing Authorities European Territorial Cooperation Programmes within MRDPA, the head of the Bulgarian delegation Klimentina DENEVA, the General Secretary of MRD and the President of Board of Directors of CBC RO Calarasi, Liviu MUȘAT. The event was attended by the representative of the Bulgarian Embassy in Romania, Dimov CHAVDAR, and the representative of the European Commission, DG Regio, Kypros KYPRIANOU, who appreciated the spirit of cooperation present under the Programme and the active involvement of management bodies: MA, NA and JTS.
During the meeting were discussed and taken the following decisions:
1. Overcontracting the initial allocation at the Programme level of about 37 million euros ERDF, amount obtained by estimating the savings until the end of the Programme;
2. Review of the financial tables related to the programme in accordance with the European Commission Regulations.
Also, at the meeting were presented to the members of JMC information and measures taken by the MA regarding the implementation status of audit recommendations and interim evaluation, the communication activities and the status of indicators at the Programme level.
The representatives of MA stressed that at the end of 2013, the Programme had an absorption rate of 53.40 % from the financial allocation of the Programme level, representing the payment requests submitted to the European Commission.
According to the European regulations on structural instruments, the Joint Monitoring Committee has the role to oversee the Programme and ensure the quality and effectiveness of the Programme implementation and of the projects under it. The Committee was established and is composed of representatives from national, regional and local level of the two states.

The fifth meeting of the Joint Programming Group for the Programming of Romania -Bulgaria Cross Border Cooperation Programme 2014-2020
The Managing Authority (MA ) of Romania- Bulgaria Cross Border Cooperation Programme 2007-2013 – the Ministry of Regional Development and Public Administration in Romania, the National Authority (NA ) – the Ministry of Regional Development in Bulgaria and the Joint Technical Secretariat (JTS ) of Romania – Bulgaria Cross Border Cooperation Program 2007-2013 – the Regional Office for Cross Border Cooperation Calarasi for Romania – Bulgaria border (CBC ROC) organized Thursday, March 6th, 2014 , in Rouse (Bulgaria), the fifth meeting of the Joint Programming Group for programming Romania -Bulgaria Cross Border Cooperation Programme 2014-2020.
The meeting was opened by the Chairman of the Joint Working Group Dimana Sadonkova, deputy director in MRD, the head of the Romanian delegation Iulia Hertzog, Deputy Director in MDRAP and the Chairman of the Board of Directors of CBC ROC, Liviu Musat. The meeting was attended by the representative of the Romanian Embassy in Bulgaria and the European Commission representative from DG Regio, Kypros Kyprianou.
The Programming Group members discussed and decided on the thematic objectives and investment priorities selected by the Consultant based on the results of the territorial analysis and conclusions of the consultation sessions held with regional and local stakeholders in the eligible area. Of the 11 thematic objectives set by the European regulations a number of 5 objectives were selected (thematic objectives 5, 6 , 7, 8 and 11) and 7 investment priorities.
The Joint Working Group has the role to ensure the efficiency and quality of planning and programming the future financial year, namely Romania -Bulgaria Cross Border Cooperation Programme 2014-2020. The group is composed of representatives from the national, regional and local level of the two states.
